What’s wrong with the YIMBY “social housing” bill?

Right-wing economic theories and talking points run throughout AB 2053. Its priorities are backwards, prioritizing new construction over affordability. The rent standard is regressive rather than progressive, with what appears to be everyone paying 30% of their income regardless of net worth (someone with $800/mo SSI is going to have a lot harder time paying 30% than someone making $150k/yr). And the bill constrains itself out of the gate by enshrining revenue neutrality as a key value for some unknown reason.
