The rent standard is regressive rather than progressive, with what appears to be everyone paying 30% of their income regardless of net worth (someone with $800/mo SSI is going to have a lot harder time paying 30% than someone making $150k/yr). And the bill constrains itself out of the gate by enshrining revenue neutrality as a key value for some unknown reason.
